Once the verb is nominalized, a dummy, 'filler' verb must be used, i.e. the dummy verb adds nothing to the idea being expressed, but simply fills the need for the sentence to have a verb.

Verb form: Nominal form with filler verb:
1. The student wrote a good essay.  1.' The student had good writing in her essay.
2. No instructors required 25 page papers. 2.' No instructors made a requirement of a 25 page paper.
3. The union protested the fee increases. 3.' The protest of the fee increases came from the union.
