The latest rounds of comments are in comments.txt  These date to Xmas of 1998.

The latex file is non-standard. It was generated by Scientific Workplace, a PC product.
It will probably compile if you input the file tcilatex.tex - this has the macros to 
make it run.  The images will not work, though.
