Basil James Troupe was born on 21 July 1898. He was the son of George Robert Troupe and Elizabeth Ryder. Basil James Troupe was a civil servant and chartered secretary; he taught bookkeeping at West Hartlepool Technical College. He was treasurer of Westbourne Methodist Church for many years.
